Preamble

By using the Portal "www.tgr.gov.ma" for online payment by credit card of public debts by the General Treasury of the Kingdom, the customer is deemed to have read and accepted these General Conditions which we recommend reading carefully. Any payment transaction made on this Portal implies unconditional and irrevocable acceptance of these conditions by the customer. [ Haut de page ]

1. Object

The present conditions aim to define the contractual relations between the General Treasury of the Kingdom and the customer wishing to pay online, by credit card, the aforementioned taxes.  [ Haut de page ]

2. Characteristics of the service

This service allows users to pay the taxes collected by the General Treasury of the Kingdom, by credit card via the Internet network securely.

It constitutes a new payment method based on the use of Morocco Tele-commerce' secure payment system.

The electronic payment security system implemented by Morocco Tele-commerce is certified by the electronic interbank payment center (CMI) and by Moroccan banks as well as by international organizations VISA and MasterCard.

The Morocco Tele-commerce system guarantees the confidentiality of the customer's bank data because it is based on the encryption of information exchanged and based on standard technologies and concepts recognized and approved on the Internet. In addition, Customer's bank details are transmitted directly to the CMI. The CMI takes care of the financial transactions between the account and that of the TGR.

The customer can therefore pay their public debts online with their payment card securely.

3. Terms of use of the service

For the payment of taxes, the customer can choose between payment with or without registration on the TGR Portal.

  3.1 Payment without registration on the TGR portal:

The client will be asked to use the form containing the reference appearing on the tax notice, the amount of the tax and the address electronic and to consent to these general conditions by checking the box dedicated for this purpose.

The system will display the exhaustive information on the tax subject of the payment, any late payment increases and collection costs as well as the costs of the online payment service. It will then direct the client to the Morocco Tele-commerce secure site to enter and validate the references of his credit card.

Once the transaction has been accepted, an electronic message containing the references of the payment request will be sent to the customer.

A copy of the final receipt will be sent by email to the email address given by the customer after accounting for payments by the TGR services.

  3.2 Payment after registration on the TGR portal:

The customer registered on the portal of the TGR will access their tax situation with regard to the TGR after entering their login and password. He selects the items to pay and is then directed to the Morocco Tele-commerce secure site to enter and validate the references of his credit card.

Once the transaction has been accepted, an electronic message containing the references of the payment request will be sent to the email address mentioned by the customer when registering.

A copy of the final receipt will be sent by email to the customer's email address after payment has been received made by TGR services. [ Haut de page ]

4. Amount

The amounts to be paid mentioned on the Portal are indicated in Moroccan dirham.

Only payments of an amount below 500 000,00 DH are acceptable for Moroccan credit cards. International credit cards are capped at 30 000,00 DH.  [ Haut de page ]

5. Method of payment

For payment by credit card, the customer can choose the payment method from those offered by TGR on the payment screen (Visa, MasterCard or CMI).

In this case, the transaction is debited from the customer's account within one day after the date of confirmation of payment.

Payment by credit card is secured by Morocco Tele-commerce. The customer guarantees the TGR that he has the necessary authorizations to use the method of payment chosen during the validation of his payment request. [ Haut de page ]

6. Online payment fees

From April 01, 2013, the online payment service is free for the taxpayer. [ Haut de page ]

7. Execution of payment

The settlement will be taken into account by the TGR system. If the latter is unavailable, the Customer will be informed and his payment will not be taken into account. The Customer can therefore redo his payment request later. [ Haut de page ]

"The value date is the date of completion of the transaction on one of the payment channels made available by TGR".

8. Proof of transactions paid by credit card

The data recorded by Morocco Tele-commerce S.A on its platform on behalf of the TGR constitutes proof of all the payment transactions made between the customer and the TGR.

It being specified that the Customer can print the confirmation pages of the payment request. Just as the Portal allows client to have access to the history of online payments made on their behalf. [ Haut de page ]

9. Confidentiality of data

The information requested is necessary for the processing of the payment request, it is treated confidentially. The customer has a right of rectification relating to the data concerning him. To that end, He may receive communications from him concerning the TGR. [ Haut de page ]

10. Information / Complaints

For any request for information and / or complaint, the customer is requested to use the TGR online call center at https://www.tgr.gov.ma/wps/portal/reclamation. [ Haut de page ]

11. Responsibilities

The TGR assumes an obligation to implement means to ensure the proper functioning of this online service; TGR shall not be liable, in the absence of proven gross negligence, for any damage or prejudice whatever its nature that the Customer may suffer as a result of or on the occasion of the provision of online payment services subject to these general conditions. [ Haut de page ]

12. Maintenance

The TGR may have to interrupt or suspend the service or part of the service, at any time, for maintenance reasons [ Haut de page ]

13. Force majeure

The TGR is only held to fulfill its obligations insofar as no force majeure event impedes them. [ Haut de page ]

14. Access to the service

Access to the service is available 24 hours a day, 7 days a week, except in the event of force majeure or an event beyond the control of TGR. TGR reserves the right to suspend and terminate the service at any time. [ Haut de page ]

15. Applicable law and dispute settlement

Any dispute relating to the validity, interpretation or execution or on the occasion of these general conditions and online payment services constituting their object, which the parties fail to resolve amicably within fifteen days following the notification of the said dispute by one party to the other, will be finally settled by the administrative court of Rabat. [ Haut de page ]

16. Modifications

These General Conditions may be modified by the TGR at any time, in particular in the event of technical, legal or jurisprudential developments or when new services are put in place. The Customer is called upon to regularly check these Terms of Use before any transaction. [ Haut de page ]
